Steps to Meet Governor’s Executive Orders

Idaho Governor Dirk Kempthorne recently issued two executive orders and a directive on energy conservation, for which UI has taken a more aggressive approach to engage users.
A power-user communication plan is in the formative stage to inform the campus community about expectations in conservation and to provide incentives for action. (Example: All employees, students and building managers will receive a simulated Conservation Credit Card, on which will be listed specific strategies to conserve energy in existing and new buildings. In the same Conservation Credit Campaign (CCC) spirit, the university is exploring an annual award to the unit that documents the greatest energy savings – to be used by the unit as desired) Individuals and building managers will be asked to:
Shut down all personal computer systems when not in use for more than two hours, including evening and weekend hours. During working hours, screen savers should be disabled and energy-saving, power-down features should be enabled.
Turn off lights in office areas during weekends and evenings.
Limit the use of personal heaters to energy-efficient heated mats or other high-efficiency heaters.
Shut down office equipment, such as copy machines during off-hours.
Only use lights in storage areas when occupied.
Shut off exterior lighting during all daylight hours and between midnight to 5 a.m.. Necessary security and safety lighting should remain on as required.
Review for efficiency all main heating, ventilation and air-conditioning systems (HVAC). Setback times should be re-evaluated and adjusted to the absolute minimum time required for heating and cooling of buildings to prepare for operations. All filter-changing procedures should be re-evaluated to determine if changes need to be done more often for efficient operation of the systems. (further details)
Hold down the temperatures in all State buildings to between 74-to-78 degrees in the summer and 68-to-70 degrees in the winter. Buildings heated with geothermal water may exceed the winter temperature range.
Reduce temperature in all hot water heaters to 140 degrees, unless higher heat levels are required to meet codes.
Determine necessity of all hot water circulation loops.
Not use HVAC systems in off-hours for small groups of employees. Heating or cooling an entire building for a small group is not energy efficient.
Evaluate all State building exterior surfaces for thermal efficiency. Insulation window gaskets and seals should be replaced as required.
Instruct off-hour security and janitorial crews to turn off lights as work is complete in office areas.
Turn off all vending machine lights and remove any redundant machine.
Executive Order No. 2001-06, Continuation Of The Energy Resources Division Of The Idaho Department Of Water Resources, requires UI to promote energy conservation and the increased utilization of renewable energy resources. UI’s use of wood chips for steam production is a model for such goals.
Due to the current regional energy challenges, the Governor recognizes the need to encourage increased energy generation to meet existing demands in the State of Idaho. UI is in the feasibility stage to explore adding cogeneration to its power plant. Such a project would add electric generating capacity without depleting natural gas capacity.
The Governor’s Directive 2001-02, concerns the siting and permitting process for electricity and natural gas site permits, with which UI complies.
